<span style="font-family: Georgia, Times New Roman, serif; font-size: large;"><i style="background-color: white;">Imran Khan is very much here and with an apology to all those who wish otherwise, there is no chance he is going anywhere quietly in the near future</i><br style="background-color: white;" /><br style="background-color: white;" /><span style="background-color: white;">You love him or you hate him, you cannot ignore him. He speaks and you listen — either to nod your head in starry-eyed adulation or to roll your eyes and change the channel, dimly bored, trying to figure out what to do when there is no T20 excitement to follow on the good old PTV. Is he the man that he is, the man people think he is, the man people close to him think he is, the man people who think they are close to him think he is, or is he the man according to people who want to see him disappear into political oblivion? Probably, he is all that, or maybe not, or perhaps much more than all that is known and apparent about him. The politician with the most Twitter followers in Pakistan and the politician who is one of the two for most who follow him or hate those who follow him: a messiah or the man who is the absolute worst thing that could happen to the very, very strange country called Pakistan. The cricketer-turned-philanthropist-turned-failed-politician-turned-the-next-expected-big-thing, Imran Khan is very much here and with an apology to all those who wish otherwise, there is no chance he is going anywhere quietly in the near future.</span></span><br />
<a name='more'></a><span style="font-family: Georgia, Times New Roman, serif; font-size: large;"><br style="background-color: white;" /><span style="background-color: white;">Imran Khan is the man the mainstream parties consider of no vote-able significance, yet the dissection of each word uttered by him becomes an activity for many a-tweaking-his-thumbs idle supporter of the A, N, Q or P, and their riding-in-white-SUVs leaders. Pooh-poohing his political existence, many of the shalwar-kurta, waistcoat-clad big names of the federal and provincial renown (well, their almost quotidian appearances in TV shows substantiate their self-love for their own grand place in the big scheme of the houses on the hill in Islamabad), each word of his last interview/press brief is stuttered over. Sweating profusely (metaphorically, readers), the content is termed superfluous, and the redundancy of his rhetoric is mocked. Yet, each word Khan mouths become a subject of debate and each move (in his loaned black SUV or his friend/party big shot, Jehangir Tareen’s swanky plane) he makes or, sometimes, even aborts, is a topic of many a talk show and hate-tweets. Let’s be honest here. It does not matter what he says. You like him, it is all good. And hey presto, if you do not, there is no stopping you, be it the mispronounced tirades on TV or the misspelt words on your timeline. The biggest rebuttal Khan’s detractors have is most of them have been attacked by the no-holds-barred, young, fervent, idealistic supporters of his Pakistan Tehrik-e-Insaf (PTI) on social media. Try convincing them it has nothing to do with the party’s official position and there goes the two hours one could have spent tweeting about this and that of Pakistan with the erudite journalist from the big paper in New York. Here are my wise words of advice. Language is a tool of expression, not your comment on what you learnt from Eminem’s new number and the latest release of Vin Diesel. And for the other side, it is certainly not your copyright to mock what you do not deem kosher for your favourite party whose leaders fight on primetime TV like children during a game of Tag gone awry. Most importantly, remember, Khan does not encourage his supporters to abuse you and his reiteration of the same must be taken as seriously as, say, how you take the words of your revered leaders, as gospel, or maybe close to that?</span><br style="background-color: white;" /><br style="background-color: white;" /><span style="background-color: white;">The latest topic is the exit of Shireen Mazari and her daughter from the PTI. Why pay attention to what Khan had to say in his first interview after the departure of the highly respected Ms Mazari as to how upsetting it had been for him? Why not just scrunch the eyes and retweet every last syllable of the blog the younger Mazari put on Twitter, how bad it all was, how traumatised she is and how it has dented her faith in the purity of the PTI’s politics, scarring her for public life irreparably? Khan’s simple explanation and his hope Ms Mazari would be back once she cools down are of no consequence when the social media has decided the Mazaris — both senior and junior — are the victims of a patriarchal, one-man-show, dictatorial party. Now, they cannot be talking about the PPP where earlier one family and now the relatives decide who the next PM is or how many people get to ride in the presidential plane to, errr, wherever the honourable president may be going this weekend. And it most certainly cannot be about the PML-N and the one-man and his control over 22, or what was it, 34 or maybe 61 ministries in the big province of small politics. Right? It has to be all about Imran Khan — how he controls his party within the confines of his party office, and how he has no time for anyone’s opinion while he announces intra-party elections, something most parties are disdainful of.</span><br style="background-color: white;" /><br style="background-color: white;" /><span style="background-color: white;">With the announced march to Waziristan to protest against the ongoing collateral damage of Pakistan government-endorsed US drone attacks, Khan seems to have stepped into many a spurious political minefield here. Khan is with the Taliban. The Taliban have threatened him not to put one SUV wheel in their terrain. Khan is against what the Taliban say. The war is ours, the war is not ours. Taliban will unleash more terror if not encouraged to engage in a meaningful dialogue. Khan would not talk to the PPP or the MQM but he is all drone-eyed about the Taliban. Phew. Too much ink wasted here, let’s see some action now. The march to Waziristan is on; the international media has RSVP’d; and the Taliban will do what they do. Take a minute to acknowledge the initiative being taken by Khan to show the world the bombed Pakistan and to attempt a workable peace plan in the region. No other leader has put his Lobb-covered foot in the area and the Taliban are not known for their hospitality to visitors from Islamabad. Khan is going. What will happen that day in October no one knows; what it will do is bring the focus back to war-torn Waziristan. Maybe, people will start to sleep at night; not much to do there, you see.</span><br style="background-color: white;" /><br style="background-color: white;" /><span style="background-color: white;">As long as it is Khan, let us just agree on one thing: if you do not like him, chances are you are not gonna until it is time to stamp the arrows and the lions and the bicycles again. Then either people will vote for him or his 10-million supporters (duh!) will remain a fantasy, giving the detractors opportunity to guffaw like Puri in Mr India. Pakistan is facing its worst possible time but of course, all those in power are the ones who are on the right track and will put the country back on a utopian footing. Khan the untested one is just there to take the punches. He may not be the ideal statesman, he may not sprout the sagest things all the time, he may seem ambivalent about some issues and he may make the occasional on-air faux pas, but there is one thing you cannot blame him for: the mess, the mayhem, the chaos, the hell Pakistan is today. His hands are clean and his intention is clear. Let’s clean it all up. Before it’s too late. For no other reason, there are many who would vote for him simply because there is no other choice. <span style="font-family: Georgia, Times New Roman, serif;">A folktale in the villages of Punjab goes as follows: a jackal passing a village accidentally ran through a garment dyer’s workshop and got covered with blue dye. When the jackal reached the jungle, it looked all blue. Other animals had never seen anything like it and were curious to know what kind of animal it was and where it came from. The jackal realised the importance of his changed appearance and said its name was “Neel Kant”, and it was a rare and unique species of animal found only in remote jungles of a far-off place. Several days passed and the self-proclaimed “Neel Kant” jackal enjoyed its importance. Then one day it rained and “Neel Kant’s” blue colour washed away. The jackal’s real identity was exposed and the other animals realised that it was just one of the many jackals running around with the same common jackal mentality. So, “Neel Kant” was exposed and its myth was destroyed. The moral of this story is that changed appearances or manufactured identities only serve its purpose in a very limited sense. Falsehood is eventually unmasked and the result is loss of personal integrity, respect and self-esteem.</span></div>
<div style="border: 0px; color: #333333; line-height: 20px; padding: 5px 0px;">
<span style="font-family: Georgia, Times New Roman, serif;">It occurred to me that the above tale and its moral serve as a perfect analogy to the political conduct of some of our traditional politicians. Those political actors, who are endlessly engaged in constructing their personal identities to conform to expedience and opportunism: they manipulate every possible chance for personal optimal advantages, irrespective of any ethical-moral or even commonly-accepted norms of political behaviour. Those politicians subscribe to no specific political ideology, doctrine or set of political principles - their driving force is to grab political power with the end result of personal gains, maintenance of the decade-old political status quo, and the preservation of the decadent political culture that has served their interests irrevocably.</span></div>
<div style="border: 0px; color: #333333; line-height: 20px; padding: 5px 0px;">
<span style="font-family: Georgia, Times New Roman, serif;">Against this backdrop, the recent exodus of some of the politicians from Imran Khan’s PTI is a point of focus. In TheNation of September 12, a story, entitled Embarrassment for PTI, opined the following: “But now the PTI leadership is facing a new embarrassment. Those who had joined the party in the recent past have started going back. For example, Sardar Tufail has rejoined the PML-Q and been given ticket for himself and his son. The Bhinders of Gujranwala, who had left the PML-Q to join the PTI, have parted company with Imran and joined hands with the PML-N. These departures amount to a serious setback for the PTI.”</span><br />

<div style="border: 0px; color: #333333; line-height: 20px; padding: 5px 0px;">
<span style="font-family: Georgia, Times New Roman, serif;">The question is: is the flight of those politicians (called the unwanted “skylabs”) from the PTI truly a setback to Imran’s party? I don’t believe so! In the first place, those politicians and some others who might leave the PTI in the near future have been “adulterated” elements and their political intentions and modus operandi have been exposed. So much the better for the PTI’s future political agenda and strategic political management doctrine.</span></div>
<div style="border: 0px; color: #333333; line-height: 20px; padding: 5px 0px;">
<span style="font-family: Georgia, Times New Roman, serif;">The mindset of the politicians leaving the PTI now can be illustrated by a simple mathematical formula: TP2 = F x I x EP = CPPD. TP2 stands for Traditional Political Power, which equals Monetary Funds times Political Influence bought times Economic Power equals Cessation of Pakistan’s Political Development for an indefinite future.</span></div>
<div style="border: 0px; color: #333333; line-height: 20px; padding: 5px 0px;">
<span style="font-family: Georgia, Times New Roman, serif;">Imagine how Pakistan’s traditional politicians with a mindset of backwardness in political-ethical consciousness can join hands with a progressive political party, which in its manifesto pledges that “public developmental funds” will not be given to the elected members of the Assemblies! (The elected members’ sole responsibility will be legislation amounting to hard work and determination to serve national interests.) Does not the PTI’s strategic political management doctrine defeat the very purpose of those who have, since Pakistan’s inception, considered politics a means to the end of amassing wealth and personal power?</span></div>
<div style="border: 0px; color: #333333; line-height: 20px; padding: 5px 0px;">
<span style="font-family: Georgia, Times New Roman, serif;">I imagine that those leaving the PTI had thought of a “marriage of convenience” with Imran’s party and its rising popularity with the masses - and at the same time they were confident that they would be able to manipulate their positions all the way to the top of the party’s hierarchy. However, they have figured out now that that would not be possible: the facts are that they have been defeated in the plans, goals and aims that they had set for themselves. Their departure from the PTI is an admission of the failure of being unable to exploit its leadership. So much the better!</span></div>
<div style="border: 0px; color: #333333; line-height: 20px; padding: 5px 0px;">
<span style="font-family: Georgia, Times New Roman, serif;">But there could be another explanation for abandoning the PTI now: Machiavelli, the early 16th century Florentine statesmen and writer on government, advocated expediency, craftiness, duplicity and deceit as principles and methods of political conduct to remain in firm control of political power. The question is: is it possible that the traditional political actors, who joined and then abandoned the PTI, might have employed Machiavellian tactics to tarnish its leadership’s image? After all, joining the party earlier and withdrawing from it now can raise possible questions about the PTI and most specifically, about Imran’s political capabilities. Was it a pre-planned and organised undertaking and a political project conceived by Imran’s opponents to strike a blow just before the elections?</span></div>
<div style="border: 0px; color: #333333; line-height: 20px; padding: 5px 0px;">
<span style="font-family: Georgia, Times New Roman, serif;">I deem it possible - it is because the progressive political forces of change (such as the PTI) and the traditional political parties are in a final battle for survival in this country. The rightwing conservative and reactionary element that includes nearly all politicians, who have been in power, consider the coming elections as a war between the two opposing ideologies - and the PTI is a clear threat to their power bases. Consequently, they consider “all is fair” in a state of war.</span></div>
<div style="border: 0px; color: #333333; line-height: 20px; padding: 5px 0px;">
<span style="font-family: Georgia, Times New Roman, serif;">What are the masses - the deciding factor in the coming elections - likely to do? It is anybody’s guess. Politics has complicated and complex dimensions - more so, in societies that are unstable and where the majority suffers from innumerable deprivations. It is hard to make a definite and certain guess. But the masses’ political awareness can go a long way in changing the destiny of this nation. Without a dedicated and determined political leadership that is aware of the critical nature of national issues, and committed to change with knowledge, understanding, coherence and responsibility, there can be little doubt that we, as a nation, cannot go forward. The question is: can the masses identify the forces of change, vote for it and put it in political control of Pakistan? The days of the jackals are numbered now. So it seems - more power to the masses!</span></div>

<span style="font-family: Georgia, Times New Roman, serif;"><br />MIRANSHAH: Pakistan Tehreek-e-Insaf (PTI) Miranshah chapter president Naseem Dawar Friday said students and people of the North Waziristan Agency (NWA) would welcome the party chairman Imran Khan during his long march to Waziristan against the drone attacks.<br /><br />Speaking at a news conference here, he said the number of the US drone attacks was increasing and killing mostly the civilians. He said that Imran Khan was the only leader who raised slogan against it and decided to stage the march to highlight the issue internationally.<br /><br />A branch of the Shaukat Khanum Memorial Cancer Hospital would also be opened in the area, he added.</span><br />

<span style="font-family: Georgia, 'Times New Roman', serif; font-size: 15.199999809265137px;">Call this a rebuttal or an eye opener, the fact remains that many writers and ‘analysts’ penning down their (wrongly judged) thoughts with regards to their favourite political clan – PTI, often build their case by conveniently ignoring key facts central to PTI’s theme/strategy/vision/ideas. Let me quote some recent examples:</span></div>

<span style="font-family: Georgia, Times New Roman, serif;">My favourite writer, a former army major Mr.Kamran Shafi in his recent piece about his perception of some recent interviews expressed displeasure at the unspoken, supposed invitation by Mister Tsunami and Doctor Tsunami to ‘join’ PTI. He also ‘wanted in’ on the secret of “…how Imran manag<em>es</em> his household on Rs 50,000 a month…”. However, I am very pleased to relieve the honourable Major of his apprehensions since the invitation by mister & doctor tsunami to Dr.Aalim was explicitly to play his role in politics (just like every citizen should); the invitation was clearly not for joining PTI. Also, narration of the Rs 50k salary incident by Dr.Tsunami was set in the pre-2005 era when 50 thousand rupees had some considerable value; still, if someone wants to learn home economics: refer to the Rs10k earning labourer. Furthermore, if my Major has dreamt of Dr.Aalim joining PTI then he should revive his military-era courage and voice it openly. He may not meet disappointment (fingers crossed).</span></div>

<span style="font-family: Georgia, Times New Roman, serif;">Another of his articles in which i found his arguments very interesting was where he made his case for convincing us to own ‘the war’. He was successful in eliciting praise from all but a few of my Indian friends, clearly shown by their expressive comments on the webpage where the article was published. The problem lay in basing his whole argument on the smokescreen of the ‘taliban’ and the Major’s inability to observe beyond the obvious.</span></div>

<span style="font-family: Georgia, 'Times New Roman', serif; font-size: 15.199999809265137px;">For example: Mr.Shafi gave the examples of a dozen attacks on Pakistan’s military assets & public locations – obviously despicable and condemnable acts. But to base future course of state policy as a simple tit-for-tat reaction to these heinous acts is plain…stupid. History has proven that mere use of force has never solved any conflict especially in cases where the opponent is disguised within the general population and has their sympathies (due to whatever reasons). Use of force for the last 50 years never prevented Palestinians from recruiting more fighters and carrying on their fight, nor did India succeed in doing the same with Kashmir’s armed struggle despite the most dense military presence. It is noteworthy to mention here that Islamabad fares no better in disbanding the insurgency in Balochistan despite use of force repeatedly in the last many decades. (Note that in no way are freedom struggles being equated with the retaliatory terror acts – the similarity is in the failure to quash the motivation and driving force behind the radicalisation of population that produces gun-toting individuals in each case).</span></div>

<span style="font-family: Georgia, Times New Roman, serif;">Here the burden of lack of comprehension must not be Mr.Shafi’s alone to share, because he is not alone in misreading the scenario. Every now and then (including in television talkshows whenever the topic arises) we find ‘analysts’ and others in the civil society advocating drone attacks, more war & more killing in the race of being the patriotic, who wants to protect his/her country from ‘enemies’ and ‘rebels’ (might I add ‘infidels’?). What all such war proponents fail to factor into their expert opinions and analysis is the factor of motivation & driving force that fuels the recruitment of manpower that sustains the enemy’s war machine (in this case with the populist moniker – Taliban). All such analysts are requested to please be honest with their analysis and policy formulations by giving a solution that deals with the ‘motivation’ factor of militancy (please do go beyond the “more-education” mantra).</span></div>

<span style="font-family: Georgia, Times New Roman, serif;">Finally, lets deal with the supposed economic experts who very loyally demolish the economic targets and roadmaps presented by PTI, again through the convenience of ignoring central ideas around which each concept is skilfully based. Take the lead opinion-maker a.k.a ‘analyst’ Mr. Najam Sethi’s television program in which there came no hesitation in dissecting and branding each clause of the economic plan as ‘aik aur wishlist’. Not just Mr. Sethis but every other “expert” analyst is trying to devise new ways of failure of the clan’s economic policy map. Other such examples I have found when I had the honour to observe the arguments of other people eg. A.K.Chishti (who just couldn’t wait to stick his post – its crucifying PTI in a talkshow for a problem that is of all Pakistanis to own up to), Sana Bucha (puts fantastic questions to Tsunami reps but gets tongue-tied if interviewing anyone having anything to do with the word “PMLN”)… just to name a few. NO OFFENCE, but the majority of these analyses are on the same lines of those that steered this country to the ledge it falters on today. Furthermore, except for the odd one out, none of them offer any alternate solutions after dubiously trashing PTI’s 5-year action plan. Strikingly similar is the state of affairs in the analytical realm regarding Mister Tsunami’s other stances, e.g. his vehement opposition to drone attacks and NATO supplies. It is VERY interesting to note the weird behaviour of analytical community towards Khan’s stances (e.g. of bringing the “Taliban” to the negotiating table) first when he was the only few Pakistanis to take such stands, and afterwards when someone from the ideological heaven (a.k.a. USA) begins to broadcast at the same frequency and speak the same language. So when a Pakistani advocates for a strategy it becomes bad and he is given the label of ‘Taliban Khan’, but when my state’s paymaster Mr. US-President advocates the same <em>years later, </em>it suddenly becomes the light at the end of the tunnel?? What a load of tosh.</span></div>

<span style="font-family: Georgia, Times New Roman, serif;">The unfounded criticism along with no offer of any alternate suggestions/improvements is evidence enough to realise how pessimistic and negative the mind-set is of the vast majority of those doling out these “analyses”. The conclusions from most of such people ends at making the reader/viewer believe that things cannot change, ever. It seems most of such pessimistic speakers/writers are, undeniably, in a state of denial.</span></div>

<span style="font-family: Georgia, Times New Roman, serif;">PTI is not beyond criticism and neither are their policies any sort of taboo. However, basing criticism on factually incorrect information and consistently throwing policies in the trashcan after conveniently ignoring key details and painting them missing is definitely not on. People have the right to present their analyses but we should all have the courage to present ALL the facts, even if sometimes the resulting conclusion is unfavourable towards our personal bias and preferences.</span></div>

<span style="font-family: Georgia, Times New Roman, serif;"><i>The Pakistan Tehreek-e-Insaf announced its five-year economic vision recently. There has been a varied response to it, but a recurring theme in many of the responses, including that in the editorial on the subject in The News, has been that the analysis of issues is spot-on but implementation-level details are insufficient. To quote from the editorial, “The PTI’s economic policy plan gets full marks for intention and vision.” High praise, indeed. It has never been lack of plans for detailed implementation which stops reform from happening. The roadblocks are lack of political will and unwillingness to take the entrenched vested interests head-on and compromises made for political expediency and self-interests. The second major hurdle is governance failure and weak institutions, and that causes even sincere efforts to fail. The economic vision of the PTI addresses each of these and takes a bold political stance on them.</i></span></div>

<span style="font-family: Georgia, Times New Roman, serif;">The PTI’s economic vision is based on five national emergencies that have to be declared to deal with the core structural problems of Pakistan’s economy. The first is energy reform. The key elements of resolving the energy crises include changing the fuel mix, revamping the rundown low-efficiency generation and distribution system, fast-tracking new generation capacity and gas imports, incentivising exploration activity, developing the local coal reserves, harnessing the hydroelectric potential of the country, utilising its renewable energy potential and getting the regulatory and incentive structure right for the whole energy sector. Detailed work on most of these aspects has been done, and is underway in a couple of areas. Just the conversion of furnace-oil based capacity to coal would save approximately four billion dollars a year and we would be able to get rid of the circular debt crises by reducing the cost of power generation, instead of increasing tariffs. Recognising the importance of fixing the energy crises we have included 20 billion dollars of government investment in this sector in the five-year period. Private investment will be in addition to this.</span></div>

<span style="font-family: Georgia, Times New Roman, serif;">The second emergency is the need for raising revenues. Everyone knows that a modern economy cannot be run in a manner that meets the expectations of its citizens, and is globally competitive, with a tax-to-GDP ratio of less then 10 percent. The three broad thrusts of the revenue improvement strategy are administrative reform which professionalises the FBR and insulates it from political and bureaucratic influences, deployment of technology for improving the tax collection effort and minimising leakages, and direct tax measures on those who have successfully evaded being a part of the tax net so far. The basic principle to be used for the tax policy is “taxation regardless of source of income.” The blatant double standards of the current tax policies of the federal and provincial governments will be done away with. Minimum assets tax which is adjustable against income tax paid, tax on agricultural income, which brings it effectively at par with other sources of income, the law of pre-eminent domain for property taxation, etc., are some examples of the taxation measures which are proposed. Given that the system is rotten to the core, some time will provided to people to come clean and pay their due taxes at the normal tax rates. After that full force of the law will be applied to bring to justice those who are cheating on taxes.</span></div>

<span style="font-family: Georgia, Times New Roman, serif;">The third emergency is on expenditure reform. The key elements of expenditure reform include eliminating the losses of state-owned enterprises (SOEs). The single biggest chunk of this saving, almost 400 billion rupees per annum, will come from the energy-sector reforms explained above. In addition, by taking the SOEs outside the purview of the ministries and insulating them from political interference, placing them in control of professionals, we will achieve significant improvement in their performance. The second major element is reduction in the ministries from 37 to 17. The third part deals with across-the-board cuts in the least value adding expenses in all civilian and defence expenditure to bring them in line with our fiscal reality. In order to create transparency and accountability of government expenditure a key reform measure will be to effectively operationalised the access to information laws and empower citizens to get engaged in ensuring that their taxes are being used for their welfare, and not for lining the pockets of corrupt elements. The fiscal improvements as a result of the revenue increases and expenditure reduction will bring debt servicing expenses as a proportion of the economy down by about one percent of the GDP.</span></div>

<span style="font-family: Georgia, Times New Roman, serif;">The combination of the expenditure curtailment and revenue measures outlined above release total resources equal to nine percent of the GDP or in terms of absolute numbers with the size of the current economy about 2,000 billion rupees per annum. About one-third of this will be used to bring the deficit down to a sustainable level. The rest will all be spent on the fourth emergency...human capital development. No nation can compete in the global economy today, nor can there be sustainable poverty reduction, without investing in its people’s health, education and skills as a priority. The PTI economic vision makes a commitment to a quantum leap in this area. The expenditure on education will be increased from approximately two percent of GDP to five percent. In absolute terms, with the growth of the economy this would be an approximately fivefold increase. Similarly, in health the commitment is to increase the total expenditure from the current less then 0.9 percent to 2.5 percent. Again, in absolute terms, this would be equal to a six-fold increase.</span></div>

<span style="font-family: Georgia, Times New Roman, serif;">Which leads us to the issue everyone is rightly interested in: implementation. We believe that without deep institutionalised reform we cannot achieve the creation of a welfare state which we, and tens of millions of Pakistanis, desire. Hence, institutional reform is the fifth emergency in our five-pillar reform programme. The key elements of this reform include unprecedented devolution of power, all the way down to the villages, so that we empower the citizens of Pakistan themselves to take decisions, rather than a small elite sitting hundreds of miles away doing that. This is the essence of real democracy...power to the people. The second part deals with reforming the civil service and insulating it from political influence, strengthening the regulatory agencies and increasing their professionalism, dramatically reducing the powers of the political elites and insulating the service delivery and governance system from political influence in execution of policies, creating a system which has transparency and makes the ruling elite accountable to the citizens.</span></div>

<span style="font-family: Georgia, Times New Roman, serif;">The above is a synopsis of a detailed integrated strategy to lay the foundation to make Pakistan a just, peaceful and prosperous country. Detailed strategies on energy and local-governance have already been issued, and in the next couple of months detailed policies for health, education (including skills training, industrial and trade policy, agriculture and governance reforms) will be issued. It’s time we start a national debate on what needs to be done to make Pakistan a country which meets the desires and aspirations of its citizens and gets the place in the comity of nations which it deserves.</span></div>

It is hard to poke holes in the PTI’s economic policy which highlights and addresses pressing problems of economics and governance confronting us without telling us that milk and honey will begin to flow the moment the PTI is voted into power. Being the sensible and pragmatic CEO that Asad Umar has been, he has told us that there are no quick fixes to Pakistan’s maladies, but neither are they incurable. Essentially his party will try and enhance our resource pool, curtail state opulence and undesirable expenditure and use the money freed up to reduce budget deficit on the one hand and invest in basic citizen services (health, education and skill development) on the other. What is there to disagree with in any of this?</div>

Yes, the devil is always in the detail. The PTI says it will come up with sector-wise specific policies that will include implementation plans. We should critically review the macro plan and the detailed policies. We should examine if these policies and plans address the problems that are holding Pakistan down. We should scrutinise PTI’s priorities reflected in these policies and determine who will they benefit. We should analyse whether they are pure rhetoric or can actually be implemented. We should compare and contrast them with the policies and performance of the other mainstream parties – the PPP and the PML-N. Why is it that we have seen none of this in the public debates since the release of the PTI’s economic policy?</div>

The media’s perfunctory and cynical response to PTI’s economic policy is worrying. The problem is not that the media didn’t like the policy but that it is not interested. We are interested in the Swiss letter and whether or not the Supreme Court will send another prime minister packing. We are interested in corruption scandals and who all can be named and shamed. We are interested in conspiracy theories of all sorts, in gossip, in violence. We have ample time and energy to be cynical and dismissive, but none to be constructive. We love the blame-game but have no interest or patience to engage with the real issues. If the media sells what people buy, what does its lack of focus on problem-solving say about us as a society?</div>

It is not just that health and education are not sexy and scandal and dirt are. The rationality deficit we are witnessing seems rooted in an entrenched sense of defeatism and doom. In The Geopolitics of Emotion: How Cultures of fear, humiliation and hope are reshaping the world Dominique Moisi explains that he has chosen these three emotions as “they are closely linked with the notion of confidence, which is the defining factor in how nations and people address the challenges they face as well as how they relate to one another.” This monograph should be mandatory reading for thought leaders and decision-makers in Pakistan as it invites one to self-examination and the need to quit feeling sorry for oneself.</div>

Moisi explains the three emotions as follows: “Fear is the absence of confidence. If your life is dominated by fear, you are apprehensive about the present and expect the future to become ever more dangerous. Hope, by contrast, is an expression of confidence; it is based on the conviction that today is better than yesterday and that tomorrow will be better than today. And humiliation is the injured confidence of those who have lost hope in the future; your lack of hope is the fault of others, who have treated you badly in the past. When the contrast between your idealised and glorious past and your frustrating present is too great, humiliation prevails.”</div>

Moisi then argues that, “humiliation without hope leads to despair and the nurturing of a yearning for revenge that can easily turn into an impulse toward destruction: if you can’t reach the level of those you feel are humiliating you, at least you can drag them down to your level.” “The weight of memory and resentment,” he contends, “constitutes the most severe obstacle to change.” Moisi’s thesis is that China and India emanate hope that is reflected in Asia’s upward trajectory. Since 9/11, the West has been defined by fear that is making it insular and static. And the Muslim world’s sense of humiliation sans hope is degenerating into hatred and manifesting itself through destructive violence.</div>

Let’s now revisit our response to the PTI’s economic policy. There have been two main criticisms of the policy. The first is that it has produced no novel ideas and is “old wine in new bottles”. Are we really confronted with novel problems that can only be resolved by rocket scientists? Do we not know what our problems are or for that matter even the solutions? We live beyond our means. We don’t pay taxes. We have not invested in the health, education and skill-set of our citizen. We have not invested in maximising and exploiting the potential of our human and material resources. We have not invested in our enforcement and service delivery mechanisms that are now moth eaten and so the writ of the state is in shambles.</div>

The Motorway police is efficient and respected. Nadra is a success story despite being a public-sector enterprise. Hospitals like Shaukat Khanum and Aga Khan inspire confidence. Engro is a Pakistani corporate that competes with multi-nationals and excels. None of these organisations employ rocket science, as none is needed. To turn Pakistan around we don’t need to get too creative. All we need is sincerity of purpose and the discipline to implement common sense solutions. And this brings us to the second major criticism of the PTI’s economic policy: getting everyone to pay taxes or their utility bills will not be easy and thus PTI will not be able to implement its policies.</div>

This is a legitimate concern. Once bitten twice shy, they say. We have been chewed up for the last 65 years. Public office holders have made promises during election campaigns or in post-coup speeches and not kept them. We are reluctant to trust leaders because we have been deceived all too often. While this is true, it is not policy critique. It is a credibility and performance issue. Being critical is one thing, but let us at least ask the right questions. We are just entering an election cycle. If we wish to change the politics of patronage that we so despise, there is little room to be lazy. The onus of making our politics issue-based is as much on us as it is on political parties. Let us force all parties to present and defend their policies and performance and then choose who we wish to vote for.</div>

The content of the PTI’s economic policy is sound. It has a worldly – dare one say, secular – overtone in a sense that it is focused on doing well in political and economic terms in the world that we have, and doing well now instead of in the hereafter. And herein lies the paradox: on crucial social and ideological issues – the protection of individual rights, the treatment of the ‘others’, our place in the comity of nations as well as our purpose as a nation state – that are reflected in debates about human rights, national security and foreign policy, the PTI seems to be standing beside retrogressive religious forces for whom faith is not connected in any positive way with the improvement of daily lives.</div>

The PTI’s simple and sensible economic policy rightly requires Pakistanis to undergo behavioural change. But our problem is as much cultural and ethical as it is political and economic. For the PTI to be a force for positive change it will need to be as progressive and bold in approaching social issues as it is in the realm of governance and economics.</div>
